Honoring Emerging Leaders in Region 10: The Inaugural Frank & Shelly Chang Award & Scholarship

Through the generosity of IEEE-HKN Eminent Member Frank Chang and his wife, Shelly Chang, two new recognitions were established in 2025 to highlight the contributions of rising leaders in Region 10—the Frank and Shelly Chang Outstanding Young Scholar Award and the Frank and Shelly Chang Outstanding Student Scholarship.  The inaugural winner of the Frank and Shelly Chang Outstanding Young Scholars Award is Lun-De Liao, Associate Principal Investigator and Deputy Director, Institute of Biomedical Engineering and Nanomedicine, National Health Research Institutes, Taiwan. He was presented with the award by Frank Chang on 8 December 2025 at the GlobeCom Conference in Taiwan, “for his groundbreaking work in biomedical engineering from fundamental discovery to population scale benefits and his community leadership.”  The Young Scholar Award honors exceptional young engineers working in Region 10 who are within 15 years of graduation and have demonstrated significant accomplishments in their careers.

The inaugural Frank & Shelly Chang Outstanding Student Scholarship winner was Raghul D of the Nu Eta Chapter at Sri Sairam University in Chennai, India in recognition of his outstanding service leadership and academic accomplishments.

In acknowledgement of Chang’s generous gift, Nancy Ostin presented the IEEE Foundation Heritage Circle recognition to Shelly Chang to honor their creation of the M&L Chang Family Fund that established the Frank & Shelly Chang Outstanding Student Scholarship and the Outstanding Young Scholar Award at a special luncheon on November 15 in Los Angeles, California.
